Hopefully that helps, though I might suggest you instead use page borders to accomplish this, since it sounds like that's what you want. Make sure you have the same vertical padding applied to all paragraphs in the bordered region. You can do this by selecting all the paragraphs and adjusting the vertical padding en masse.
