I am required to have a line of type .5 below the top of each page. I can't figure out how to manipulate what I call the text box to place that line. Also I would like to adjust the bottom line of that text box downward to force the body text under it to flow correctly. thanks

It sounds like you are trying to use a header. That's not technically a "text box" though it certainly looks like one. A header is just a text area that appears at the top of every page in your document, above your body text. You should be able to position and size your header however you like, so your text can appear where you want.

If you switch to Page View then you should simply be able to drag the guide lines around the header area. If you don't see the guides or can't drag them, make sure the guides are visible and not locked using the menu View > Page Guides. Alternatively you can set the header margins numerically using the Margins palette; just enter the distances/sizes you want.
