I can only changed the edges( thicknesses) on a cell by cell bais in the table.
Have you selected the table and then used the Table Cell Borders palette in Window > Palettes > Table Cell Borders?

Endnotes are so primitive, that there really is no need to use the built-in feature. You could just write them by hand anywhere in the document you like.
