It's the same with e.g. Swedish. The funny thing is, that some Cocoa apps take these things directly from the system preferences (I've noted this behaviour in Cashbox, a small freeware app for financial tracking). Beta 9 has a funny little bug. When opening a doc in draft view, or just switching back to a window with a doc in draft view, the scrollbar is gone. You have to switch to page view and then back to draft view to get it back.
