No, there's been no progress. As far as I know, the only way to get "facing columns" on the mac is either through LaTex (adding the appropriate package), or using a page layout program such as Canvas, iCalamus, or InDesign.
You CAN use Corel's old mac version of Wordperfect via Basilisk and Sheepshaver, but that's not a good solution in my mind outside of specialized areas.
As for why Nisus hasn't implemented it, I think it's because RTF doesn't implement it. So they would have to rejigger that spec and it would break compatibility a lot with Word and a few other things.
Seeing as I posted on this thread a few years ago, I'd like to mention that Mac Canvas did come back to life and it's pretty good. Pretty powerful, too.
