Graphics lose classification when dragged with text

A graphic is inserted in a page. It starts as "Inline with text", but then is selected and that is altered to "Moves with paragraph" in the Images palette, then the graphic is dragged into the required position on the page.

When the paragraph is selected, so is the graphic.

When the paragraph is dragged to a new position, the graphic moves with it.

But when the paragraph is deselected, the graphic has set itself at the begiunning of the paragraph and changed its classifiaction back to "Inline with text".
