Resizing images in NW Pro 1.03

I'm trying to lay out a simple membership card for a small organization.
But when I bring the graphic into the Page View doc, which has been set to a custom paper size = business card size, here's what happens:
Paste it in, as "Inline with text," it autosizes proportionally so that it fits nicely in the space but the leading for the line increases to the height of the graphic. As expected. Won't work. Okay.
Select graphic, change to "Moves with paragraph"; the image expands to its original size (too big) and I cannot resize it proportionally (Shift-click on handle and drag). Nothing happens. Clicking on a handle resizes it but does not preserve aspect ratio.
Select graphic, change to "Fixed on page," and even clicking on a handle does not resize it.
I hate to have to go back to Pages but a quick try indicates that it will do this simple task without any problems.
What am I missing?
