I require a horizontal hairline, the length of the written text, in a line by itself after my letterhead and again in the footer.

I haven't found a way to draw any line, never mind a hairline in Express nor could I find a script on the web to perform it.

Unless it is new in the latest version, the only graphics NWE supports are inline. You can draw a line in some other program and insert it in your header and footer. You should be able to just copy and paste it in.
