In addition to the existing character options keyboard shortcuts, like ⌘b for «bold», can I create NWP-specific new ones, e.g. for «superscript»?

Yes, you can. In Preferences=>Menu Keys:

sure. you can assign all menu commands with shortcuts through the preferences of nisus, in the Menu Keys pane.

Don't forget you can use multi-character shortcuts in NWP. I have text colours set that way: Cmd-RR = red, Cmd-BB = black, Cmd-BL = blue, etc. It's often easier than having to set up gymnastic multi-modifiers, e.g. Shift-Ctrl-Cmd and a single letter.
