When clicking on an item in the TOC pane a fairly long delay should be allowed before the item can be dragged, after the fashion of Apple’s select and drag. Something like this:

1) Click and hold
2) Wait
3) Drag

A half second should do. This would avoid inadvertently moving a section.

Also I think that there should be a command like "Show level x" that collapses or expands all of the TOC items in the TOC pane to a given level. For example, a "Show level 2" command would expand TOC items at level 1 and 2 and collapse the others, and "Show level 4" would expand levels 1 through 4.

The Navigator pane does feel a little eager to start dragging TOC entries. I'll file it as something to look at, thanks. One tip: if you click in the whitespace next to an entry's text (instead of the text itself) you won't ever initiate a drag.
