Graphic Shapes in Headers . . .

Hi All,
I hope I haven't missed this in the NWP manual or forum, but is there a way to insert a graphic shape (Tools > Insert Shape > Line (or whatever)) into a header? Whenever I have tried, the anchor for the graphic seems always to be outside of the header in the main body of the text (I haven't figured out why the anchor gets attached to one paragraph rather than other), but with the graphic shape itself within the header just where I drew it. The result is that I can get the shape to appear one header but can't get it to appear in all the headers. (I thought I would try using the graphic line in a header to separate the header text from body of the main text instead of the trick with the leader tab to make a horizontal line.)
