Fixing graphic to a page

Is it possible to fix a graphic to a page so it stays fixed irrespective of paragraphs being moved. I can't seem to do this. Ultimately the paragraph anchor moves and then so does the graphic. I can't find a command to fix graphic to the page. I want to place markers for the punch holes.
