adding arrows to image

I try to add arrow to the image in a certain place, but the arrow stays in the same place. What is wrong?
You will need to pay attention to the anchors of the images. Make sure they are the of the same type ("Moves with paragraph" or "Position on Page of ΒΆ"). If they are of the same type, you can select both together and group them. Then they will stay together.
