Graphics go wandering?

Hello --
Apologies if this has come up before. I'm having a severe problem with graphics. I'm preparing a book -- a big one, 600+ pages and about 19 megabytes of contents. Including several dozen graphics.
When I place the graphics in NW Pro, they go haywire. The don't wrap, they don't go where I want. It doesn't matter much what type I use; same problems with JPEGs and PDFs.
I've been doing things like putting in blank lines to accomodate the graphics. This works on-screen, so I could live with it -- but when I go to save the file as PDF, the graphics MOVE. Instead of being where I put them, they go several paragraphs higher or lower. Often spreading across pages. So the placement is both wrong and impossible.
I've tried most of the standard tricks. I've used both inline graphics and graphics that move with paragraphs. I've fiddled with the wrap. NOTHING works.
And I need to get this book done SOON.
Unfortunately, I can't post the file, since it's so big. I guess I just have to hope someone has a suggestion. I could perhaps post examples of what is supposed to happen and how the PDF actually turns out.
