Starting on even page

Can I make a document beginning from even page,
say, the first odd page as a blank and the first even page as the actual first page of the document?

I need this because the even page must have a different header (no header) ...

Place the cursor at the start of the first blank page. Then, from the Insert menu, apply Section Break:Even page.

But it seems that multiple section break in a document does not work well.
Is this only my problem?

What do you mean exactly? What problems are you seeing with the section breaks?

One alternative: if you want every even page to have a different header, you can turn on "facing pages" in the Sections palette (or the "Odd & Even" pages option in the Headers palette). That gives every odd page in the section a single header, and every even page in the same section a different header.
