It looks like inserting a TOC in a table cell inhibits its links, while taking it out of the table again has all the links working. Weblinks in tables still operate as expected, even though the boxed text must be selected for the link to be apparent.
Isn't this a bug?
I need local TOCs in text boxes on top of each chapter of a technical manual: since the best emulation of a text box is a one-cell table, it's a shame inner-references cease to work as soon as they're put in a table.
Can anybody help?

Re: TOC in a table cell
I'm not sure I understand what links you are referring to. Do you mean the page numbers shown in generated TOCs? I've not seen any trouble regarding page numbers for TOC entries inside table cells.
Re: TOC in a table cell
Put as simply as possible:
That's it: no ToC in a text box emulation.
- insert a ToC somewhere
- copy it
- create a 1-cell table
- paste the freshly-made ToC into the cell
- the links don't operate any longer
- create a 1-cell table
- try and insert a ToC from the contextual menu
- the contextual menu has no "insert ToC" item
That's it: no ToC in a text box emulation.

Re: TOC in a table cell
Thanks, I was confused and thought you meant TOC entries did not work in table cells. I see now that indeed generated TOCs do not work in table cells. We'll take a look at the problem, thank you.
