Section Break inserts excessive vertical space

When I insert a Section Break (Same Page), the section break seems to occupy an amount of vertical space roughly equal to 1 1/2 line heights. This produces inconsistent vertical spacing between paragraphs.

(This is a long-standing issue, but I forgot to "complain" about it until it was raised by a member of the Nisus email discussion list.)

It does appear to be a little bit off. It looks like it's by a constant amount, independent of your line height. I'll file the bug, thanks.
