TOC generates page gap

When I generate a TOC, there is about half a page of TOC content, then it moves to the next page with half the previous page blank.

This is the first time I've done this, so may be missing something obvious.

FWIW, it seems I'm getting the same kind of "white space," where at times half the page is blank, throughout the document. This only happens on rare occasions, but I can't submit the ms. until I can find out why half a page, or so, is blank in parts of the document.

Anyone out there and able to help?
