Placing a line or rule underneath a paragraph style

Is there a way of setting up a paragraph style (in this case, a heading) to include a ruled line underneath it? One workaround that occurs to me is to place the heading inside a 1-cell table and switch on only the lower border, but I wonder if there is another way of doing this.

I think the table cell might be your best option. But we've discussed this in another thread, and the other solutions were images (pasted) or leader tabs.
