In other word processing software such as Pages, I can end a list by pressing Return twice after the last list item I want. That doesn't work in NSW -- it continues to produce new list items. Is the the menu command Format > Lists > None the only way to end a list?

That's correct, NWP doesn't automatically end a list after the user presses return twice. Personally I prefer this behavior, but I can understand that it might be convenient for those whom are used to it.
You can end a list in NWP by either:
1. Changing the list to none, eg: via a menu, toolbar, etc.
-or-
2. Pressing delete twice (the first delete selects the preceding list bullet, and the second deletes it and turns off the list).
You might also assign the menu Lists > Use None a keyboard shortcut, if you wanted.

That's what I did: Ctrl-Opt-Cmd-N and it zaps it so there are no list attributes assigned to that paragraph. I also assigned Ctrl-Opt-Cmd-R to "Format > Lists > Restart Numbering". Works great.You might also assign the menu Lists > Use None a keyboard shortcut, if you wanted.
