Margins are not Consistent Between Sections

Try selecting the whole document, and setting the margin in the margin palette (by number).

Besides selecting all your sections before making the adjustment, you will also want to make sure that you enter an absolute margin amount, instead of adjusting the selected values individually. You do that by typing a new number into the margin fields, eg: change 3cm to 4cm by actually typing "4", instead of using the up arrow to increment all existing margin values by 1cm. You can also enforce/apply the displayed margin amount to all selected sections by entering the field and pressing the Return/Enter key.
