I'm wondering if it's possible to apply multiple column formatting to only one page in a document?
I see paranthesis "(sec 1)" in Columns palette, does that hint that I can divide a document into different sections with different formatting?

Yes. See P. 175 of the Nisus Writer User Guide where it details information about Columns, including the fact that “Columns are set on a per-section basis”. Information about Sections is on P. 258.
