Pardon my ignorance, but:
Is anyone able to explain what TextSoap can do that Nisus macros can't?

I've never used TextSoap, but from the description, it sounds like everything it can do, you could also solve with a NWP macro. At least for a NWP document- TextSoap looks to have hooks for integrating into other applications.
