Line above footnote section

If the line above the footnote section is set to (say) 50% (in length), it needs to be on the left side, but it is always on the right. There seemed to be no possibility to adjust it right or left side. But I need to, because in Germany it is always on the left.

Which side of the page the footnote divider line appears on depends on the direction of your section. In the "Sections" palette, do you have the "Right to Left" option turned on?
