Spacing before first line on new page?

Spacing before first line on new page?
I notice that if I have a paper set to double-space, the first line on a new page is double-spaced (persumably because the spacing precedes the line in NSP, rather than follows). This results in an "incorrect" 1" top margin when printed. I can think of a few manual workarounds, but they're inelegant, and I'd rather not use them. Is there a way to set NSP to ensure that the first line on a new page ignores line spacing settings, resulting in a "correct" 1" margin?

Line spacing (double, 1.5x, etc) is always applied at the top of each line. There's no way to change that, sorry.
NWP does have paragraph "after" spacing, but of course that's only added between each paragraph, not each line, so it's not a great solution here.
